I have been aproached by a local business to compose / produce / perform / record a 15 second ad jingle for use on local radio and TV. My problem is I have no idea what to charge for the project.
I don't want to undercut other producers in the area but on the other hand I don't want to tip my hand by asking some of the locals what they are paid.
Does anyone have any info on what the going rate for this kind of work is>

first lets assume that this might run for a few years.
lets say you hire 4 musicians. union rates for a local buy {1 yr } are basically in the area of $125 per hour. i singer is like $250. the problem is collecting money for the next year. the local little client won't get that or the word "union".
so you cover the musicians and singers with a 2 to 3 year blanket. add in your studio time.
{remember, if you didn't have you own studio you would have to pay for time, so you always charge for your own studio}
then you have your "creative" fee and your "production" fee {your time}.
so musicians at $125 per hour x 3 years = $1500
studio= {let's just say $100 per hour } 5hr.s x $100= $500
a singer buy out for 3 years is $250 x 3= $750
your production time should at least equal the scale of the studio or talent:
$100 per hr. x 5 = $500
you creative fee should be at least equal all talent costs: $ 2250
total is $5500.
remember, they could run this for 25 years. now you might be happy with a lower creative fee , less talent and studio fees. but that is up to you. it really comes down to weather or not you have something better to do that day. and, if you wear alot of different hats, you can lower the actual production costs .

You should do a bit of research to more accurately guage what to charge the client.
Is it really going to be a local ad only ? (you should specify the usage (where?...for how long ?...) in your contract.
Sometimes local isn't really local. Toronto, because of it's size, is considered a national market.
How long will it run for ? (again you may want to put a time limit on usage, especially if it's going to be a buy-out-you may kick yourself if it runs for years)
It could happen that the client will try and low-ball you, crying the blues about the budget, only to find out that the client has Platinum Season Tickets to a couple of major league teams and drives the biggest, most expensive Mercedes, etc...he got plenty o' dough!
Go for $3000 min. for the creative fee and then you have to figure out what is required for players & union-non buy-out, non, etc...Sometimes, it's a lot easier, especially for a local ad, to just say $5000 all-in. But, again, it depends.
Is it a big-band spot, complete with horn section and 4 chicks doing BG's ? Or, is it just a 3-piece band ?

It depends on the size of the market...and how bouyant that market is.
FWIW, that style of track in Perth would probably go for $2K5 - $3k, but closer to $5k in Sydney.
My general rule of thumb is "more real instruments/people = more $". I do the odd jingle here and there, but alot of them are for instrumentals only.
